Phases 1, 2 and 3 of the Federal Real ID ACT goes into Effect on January 30, 2017

The Real ID ACT was passed by Congress in 2005, as a recommendation from the 9/11 Commission. The Real ID Act has the Federal Government setting standards for the issuance of sources of identification, such as state issued driver’s licenses or identification cards. There are 27 states whose licenses and cards are not in compliance with the Real ID Act standards, Pennsylvania is one of the states. As of January 30, PA residents will not be able to use their licenses or ID cards to access federal buildings, nuclear power plants, and military bases. On top of that, PA residents along with 26 other states will no longer be able to use their licenses or ID cards for domestic air travel starting January 22, 2018. Then, starting October 1, 2020, every air traveler will need a REAL ID-compliant license, or another acceptable form of identification, for domestic air travel.

For a state to be compliant with the federal Regulations, the Real ID Act states: new ID’s should include full legal name, date of birth, address, gender, driver’s license or ID card number, digital photo, signature, security features to prevent counterfeiting or duplication and machine-readable technology. There are additional costly added security features required in the federal Real ID law. The Pennsylvania Legislature did act in 2012 with PA’s Act 38, which doesn’t allow the Commonwealth to comply with the federal Real ID Act, this only put the Federal Government and the State Government at a standoff.

Current alternatives of identification that will be accepted are U.S. Passports, Passport Cards, and military ID, to name a few. State Representative Stan Saylor (94th District) released a statement on the Real ID Act in November, click here to read it.
