The Small Enterprise Development Company (SEDCO) was created in 1982 specifically to assist small businesses in York County.  Designated by the Commonwealth as an Area Loan Organization (ALO), SEDCO offers small business support through administering the Commonwealth’s small business loan programs including:  Small Business First, First Industries – Agriculture and First Industries – Tourism.


The Small Business First and First Industries loan programs provide low interest loans for working capital as well as land, buildings and equipment for eligible borrowers. This program was formerly known as the Pennsylvania Capital Loan Fund (PCLF).


SEDCO also packages the Community Economic Development and Pollution Prevention Assistance Account loan programs.
